At that time 1995, the General Manager for Motive Power of the Ferrocarril Pacifico Norte of the Ferrocarriles Nacionales de México, Mr. Cesar Romero, resulted very impressed by the colors used by of the recently formed CSX Transportation Co., mainly in their Dash8-40C. Immediately, he order the recently repaired C628 as many other rebuilded RSD-5 as BXI 620, were dressed with this unique colors. The job was entrusted to Talleres Empalme, in Empalme Sonora."
